D. Patrick O’Neal, PhD, is a seasoned technical and executive leader with more than two decades of experience spanning academia, industry, and regulated medical product development. He brings deep expertise in biomedical engineering, electro-optical systems, and Class III medical devices, with a demonstrated ability to guide complex technologies from early development through regulatory milestones and first-in-human trials. Dr. O’Neal has successfully led multidisciplinary, geographically distributed teams while navigating FDA design controls, ISO 13485 quality systems, and the operational demands of highly regulated environments.
Throughout his career, Dr. O’Neal has combined strategic leadership with hands-on technical execution. He has directed development programs for implantable and combination products, managed supplier networks, and integrated biomaterials, safety standards, and clinical requirements into cohesive product strategies. His fundraising track record includes securing more than $4 million in industry grants and over $1.5 million in academic funding, supporting both translational research and commercialization efforts.
In parallel with industry leadership, Dr. O’Neal has maintained a distinguished academic career, serving in senior university leadership roles, mentoring graduate researchers, and instructing on clinical product development, regulatory pathways, and reimbursement models. He is widely recognized for his ability to communicate complex technical concepts to diverse stakeholders and for cultivating strong, mission-driven teams that deliver results.
